Hawaiʻi is witnessing a troubling trend as illegal explosives, particularly fireworks, are routinely sent through the U.S. Postal Service (USPS) sans declaration, posing significant public safety risks. Over the past six years, only six arrests have been recorded amid over 130 seizures by the U.S. Postal Inspection Service.
Despite the alarming frequency of these occurrences—highlighted by a recent incident involving 1,500 pounds of fireworks shipped to Honolulu—packaging senders and recipients face scant consequences. Department of Law Enforcement Director Mike Lambert notes that the current lack of enforcement is discouraging accountability. “Minimal enforcement encourages behavior that endangers public safety,” he stated.
The majority of fireworks entering the state come via container ships, yet the use of air deliveries raises concerns about midair explosions. One recent case involved John Allan Jr., a Pennsylvania man who shipped over 7,600 pounds of fireworks to Hawaiʻi via USPS and raked in $750,000—ultimately pleading guilty to mail and tax violations.
Legislation aiming to fortify enforcement against illegal fireworks mailing is awaiting the governor’s signature. Proposed House Bill 1483 would establish state-level penalties for knowingly sending or receiving fireworks by air, which advocates hope will deter potential offenders.
As it stands, law enforcement is focusing resources on identifying larger shipments rather than smaller mailings. “We’re interrupting business through confiscation,” said Lambert, underscoring the challenges posed by illicit fireworks trafficking. Rep. Scot Matayoshi and others are advocating for increased public awareness and stricter penalties to combat this growing menace.
