Memphis police routinely violated citizens’ civil rights, DOJ finds


The U.S. Department of Justice has released a report after a 16-month investigation that found the Memphis Police Department routinely engages in policing that violates the civil rights of Memphians. The report outlined findings of excessive force, unlawful stops, searches, and arrests, discrimination against Black people, and failure to properly respond to individuals with behavioral health disabilities. The report also highlighted concerns about interactions with youth and the disproportionate use of force by MPD, including unjustified neck restraints, shootings, and non-consensual cavity searches.

The report also addressed racial disparities in traffic stops, with Black drivers being disproportionately cited for moving violations and minor infractions. MPD was also found to be more likely to cite and arrest Black individuals for drug offenses compared to white individuals. Additionally, the investigation revealed deficiencies in the department’s response to mental health crises, with officers mistreating and using excessive force against people with behavioral health disabilities.

Despite these findings, the City of Memphis has declined to enter into an agreement for federal oversight through a consent decree. The DOJ report emphasized the need for MPD to implement reforms to address the identified violations and improve trust with the community. The report called for changes to training policies, supervision of officers, and evaluation of programs like the Crisis Intervention Team. The DOJ also highlighted the need for MPD to address racial disparities in traffic enforcement and conduct searches and seizures in a lawful manner.
