Report alleges that planes from Putin’s Kremlin were used to transport Ukrainian children for adoption.


A recent report by Yale’s School of Public Health has revealed that Russian presidential aircraft and funds were used to transport Ukrainian children from occupied territories to Russia, where they were stripped of their Ukrainian identity and placed with Russian families. The U.S. State Department-backed research identified 314 children taken to Russia as part of a Kremlin-funded program to “Russify” them.

The International Criminal Court issued arrest warrants for Russian President Vladimir Putin and his child rights’ commissioner, Maria Lvova-Belova, for the alleged war crime of deporting Ukrainian children. Despite claims of acting on humanitarian grounds, the report’s lead researcher, Nathaniel Raymond, linked the program to Putin. Raymond is scheduled to present the findings to the U.N. Security Council.

The research, part of an initiative by the Biden administration to document violations of international law, detailed the systematic deportation of children and involvement of Russian authorities. Ukrainian President Volodymyr Zelenskiy vowed to bring the children home and punish those responsible for the crimes.

The report also highlighted the use of pro-state propaganda and militarization in the re-education of the children in Russia. With support from former U.S. ambassador Stephen Rapp, the report exposed direct involvement by Russian authorities in coercive adoptions that circumvented the country’s own laws.

The research, based on data from Russian adoption databases, outlined the logistics of the program and identified the children involved. Flights on Russian military transport planes, managed by the Presidential Property Management Department, transported the children to Russia. Of the identified children, some were placed directly with Russian citizens while others were located at Russian institutions. The report sheds light on the ongoing humanitarian crisis resulting from the Kremlin-led program.
