The Leeward Planning Commission recently approved a 43-lot affordable housing subdivision in Waimea, proposed by the Hawaii Island Community Development Corporation. The project, named Koai‘e, will be located on a 14-acre parcel at the southwest corner of Kawaihae Road and Waiula Drive. The subdivision will consist of two sections, with 39 lots in one section and four lots in another.
HICDC aims to provide housing through both self-help and turnkey programs, catering to households with varying income levels. While self-help homes are for those making 80% or less of the area median income, turnkey homes will be available for households earning up to 140% of the median income. The project is estimated to cost $20 million and be completed by 2029.
Although HICDC requested exemptions from certain county requirements, neighbors and residents expressed support for the project, highlighting its potential to make homeownership more accessible to low- to moderate-income families in the area. The commission unanimously recommended approval of the permit applications, which will now be forwarded to the County Council for final approval.
The subdivision is expected to benefit the community by enabling residents to purchase homes, reduce commute times, and possibly bring back former residents who have moved away due to high property values.
