Kauai Police Commission Clears Chief Raybuck of Retaliation Allegations
HONOLULU (KHON2) — The Kauai Police Commission has concluded its review of two complaints alleging Police Chief Todd Raybuck retaliated against officers, announcing on Friday that no further action will be taken. During a recent monthly meeting, commissioners assessed the evidence collected during investigations and determined that the claims lacked sufficient merit.
“The Police Commission found that the evidence does not support the allegations made in the complaints,” the statement released by the commission noted, confirming the decision to close the case.
In addition to addressing the complaints, the commission discussed Chief Raybuck’s planned retirement set for November 13, 2024. In anticipation of this transition, the commission has established two permitted interaction groups tasked with recommending candidates for both the new police chief and an interim chief.
The commission also reviewed the existing selection process for the chief, which currently adheres to procedures laid out in the Kauai Police Commission Rules. However, they highlighted that these rules require updates to align with amendments made to the Kauai County Charter back in 2020, which altered the minimum qualifications for the chief position.
It was important to clarify that Raybuck’s impending retirement is entirely unrelated to any agreements or settlements concerning the Police Commission.
