State to push for a new Oahu jail renewal effort


The state of Hawaii is gearing up for a significant push to replace Oahu’s outdated and overcrowded jail in Kalihi, with plans to request $280 million from the Legislature in 2025 for this project. The new facility in Halawa would cost an estimated $1.2 billion and is expected to open in 2031. The Department of Corrections and Rehabilitation is confident in their momentum and support from the governor’s administration, despite opposition from justice system reform advocates and some lawmakers.

To boost support for the project, DCR has rebranded it as the “New Oahu Jail Project” and expanded their project team with new consulting partners. The agency is considering a public-private partnership model to finance the construction and maintenance of the new jail. The total estimated cost of the project is approximately $1.2 billion, with potential funding challenges ahead.

If the project does not move forward, the consequences could include escalating maintenance costs, declining workforce retention, and negative impacts on occupants and staff. The state is hopeful that with the right funding and support, a new, modern jail facility can be built to replace the aging OCCC and provide a safer and more efficient environment for both inmates and staff.
