Leader of Water Commission appointed after controversy linked to wildfires


Ciara Kahahane, an attorney with complex litigation experience, has been appointed by Gov. Josh Green to be the next first deputy leading the state Commission on Water Resource Management. Kahahane’s appointment comes more than a year after controversy surrounding the Lahaina wildfire led to the reassignment, reinstatement, and resignation of her predecessor.

Kahahane, who currently works in the Complex Litigation Division of the state Department of the Attorney General, will be responsible for overseeing the protection and regulation of state groundwater and stream water resources. With a background in other legal divisions and experience working with affordable housing financing, Kahahane is well-equipped to tackle the critical issues surrounding water resource management in Hawaii.

Gov. Green praised Kahahane’s dedication to public service and her ability to handle complex issues, stating that her appointment comes at a crucial time for the state. Commission Chair Dawn Chang also expressed confidence in Kahahane’s ability to address challenging water issues with cultural sensitivity and a strong understanding of state law.

If approved by the commission, Kahahane is set to begin her role on October 10, taking over from the acting administrator, Dean Uyeno. Uyeno had been appointed after the reassignment of former Administrator Kaleo Manuel, whose handling of the Lahaina wildfire led to controversy and his subsequent resignation.

Kahahane expressed gratitude and excitement for the opportunity to lead the Commission on Water Resource Management, highlighting her commitment to addressing the complex issues related to water in Hawaii. With her unique expertise and dedication to public service, Kahahane is poised to make a significant impact on the management and preservation of the state’s water resources.
